Give your opinion on gender-based discussion in Nepal.

Answer

Gender-based discussion in Nepal is necessary and positive, as it exposes deep-rooted patriarchal norms such as son preference, unequal wages, and restricted mobility, and pushes society toward equality. However, it should be conducted respectfully and inclusively, involving both men and women, so that it leads to practical change rather than conflict.

Both are branches of feminist thought that seek equality between men and women, but they locate the root cause of women's oppression in different places and therefore propose different remedies.

Prepare a model of News on measures of increasing women participation in development.

Answer

News Model: Measures to Increase Women Participation in Development

KATHMANDU, 15 Jestha — A national-level programme aimed at increasing women's participation in the development process was highlighted today, with policymakers, social workers and women's rights activists stressing that inclusive development is impossible without the meaningful involvement of women in decision-making at every level.

According to the Ministry of Women, Children and Senior Citizens, several measures have been adopted to raise women's participation in development. The Constitution of Nepal guarantees 33 per cent representation of women in federal, provincial and local legislatures, and provisions such as the reservation of seats for women in civil service, education and security agencies have helped increase their presence in public institutions. Similarly, local governments are required to allocate at least 10 per cent of their budget to programmes directly benefiting women.

Speaking at an interaction programme, a women's rights activist said that legal provisions alone are not enough. "Affirmative action must be supported by education, skill development and awareness campaigns so that women can compete on equal terms," she said. She added that economic empowerment through cooperatives, micro-credit and entrepreneurship programmes has helped rural women become active partners in local development rather than passive beneficiaries.

The programme also stressed the importance of eliminating social barriers such as gender-based discrimination, child marriage, dowry and violence against women, which continue to restrict women's participation in public life. Participants pointed out that equal property rights, equal wages for equal work and accessible health and education services are essential preconditions for women's empowerment.

Officials stated that women's participation in community forestry, cooperatives and local user committees has already produced positive results, with improved service delivery and more equitable sharing of resources. They emphasised that coordination among the government, non-governmental organisations, the private sector and local communities is necessary to translate these measures into real change.

The interaction concluded with a commitment to strengthen gender-responsive budgeting, expand leadership training for women and ensure at least 40 per cent women's participation in all development committees in the coming fiscal year.
