Mention any two strategies to reduce the trade deficit of your country if you were appointed the Minister for Industry, Commerce and Supply.
Answer
As the Minister for Industry, Commerce and Supply, two strategies to reduce the trade deficit would be:
-
Promote export-oriented production by providing subsidies, tax concessions and easy credit to industries producing goods with comparative advantage (such as tea, cardamom, ginger, carpets, readymade garments and hydropower), so that exports increase.
-
Substitute imports with domestic production by encouraging and protecting local industries (import substitution) and reducing dependence on imported goods, thereby lowering the volume and value of imports.

Sustainable Development Goals and Poverty Alleviation
By a student reporter
Poverty remains one of the biggest barriers to Nepal's progress. According to the multidimensional poverty index, around one in five Nepalis is still poor. In 2015, the United Nations adopted the 17 Sustainable Development Goals (SDGs) to be achieved by 2030, and Nepal has committed itself to them. Ending poverty is the first goal and also the base of all others.
Link between the SDGs and poverty
- Goal 1, No Poverty: It directly aims to end poverty in all its forms through social protection, equal access to economic resources and land rights.
- Goal 2, Zero Hunger: Food security and better agriculture raise farmers' income and nutrition.
- Goals 3 and 4, Health and Education: Healthy and educated people can work and earn, which breaks the cycle of poverty.
- Goal 5 and 10, Gender equality and Reduced inequalities: Women, Dalits, and people in remote areas are the poorest, so their inclusion is essential.
- Goals 8 and 9, Decent work and Infrastructure: Jobs, industries and roads create income opportunities.
- Goals 6, 7 and 13: Clean water, energy and climate action protect the livelihood of the poor from shocks.
Nepal's efforts
Nepal has localised the SDGs in its periodic plans and made SDG coding of the budget. Programmes like the Prime Minister Employment Program, social security allowances, microfinance, and the Poverty Alleviation Fund help the poor.
Challenges
Weak coordination among the three levels of government, limited resources, corruption, unemployment and dependency on remittance, and disasters slow progress.
Way forward
We need productive job creation, quality education and health, support to farmers, inclusive growth, transparency and local participation. Every citizen has to contribute.
Conclusion: Poverty alleviation and the SDGs are closely connected, and achieving the SDGs means ending poverty and leaving no one behind.

Global and Regional Organisations: Partners in Nepal's Economic Development
By a Student Correspondent
Nepal is a landlocked, least developed country with limited resources, and its aim to graduate from LDC status and reach prosperity depends strongly on cooperation with the wider world. International and regional organisations have been important partners in this effort.
Global bodies. The United Nations and its agencies have worked in Nepal for decades. UNDP supports development planning, governance and poverty reduction. UNICEF and WHO help child health, vaccination and education. FAO supports agriculture and food security, ILO supports labour standards and the welfare of migrant workers, and WFP provides food in remote districts and in emergencies. The World Bank and the International Monetary Fund give soft loans, grants and policy advice for roads, hydropower, energy, education and the health sector. The Asian Development Bank, though regional, plays a similar role in transport and energy. Membership of the World Trade Organization (2004) opened export markets and tied Nepal to rules-based trade.
Regional forums. SAARC, though slow, created a platform for regional trade (SAFTA), connectivity and cooperation in health and disaster relief. BIMSTEC offers links with Bay of Bengal countries and a route for trade and energy exchange. Cooperation with India and China, through power trade and connectivity projects, can reduce the cost of Nepal's landlocked position.
Contributions. These bodies have brought finance, technology, technical training and expertise; supported poverty alleviation and social development; helped after the 2015 earthquake; and opened trade routes and markets.
Challenges. Aid sometimes follows donor priorities, projects are delayed, and capacity to use funds is limited. Over-dependence on foreign aid can weaken self-reliance.
The way forward. Nepal should make its own priorities clear, use aid transparently and efficiently, attract investment, expand exports, and take active part in global and regional forums. Used wisely, such cooperation can help turn the dream of "Prosperous Nepal, Happy Nepali" into reality.

नेपालले अवलम्बन गरेको अर्थ व्यवस्था र यसको प्रभाव सम्बन्धमा एक वक्तव्य तयार पार्नुहोस्।
Answer
Statement on Nepal's Economic System and Its Effects
Respected chairperson, teachers and friends,
Nepal follows a mixed economy, in which the public, private and cooperative sectors work together. The Constitution of Nepal (2072) states the aim of building a socialism-oriented, independent, self-reliant and prosperous economy, based on the three-pillar model of public, private and cooperative sectors.
Positive effects
- Each sector contributes: government in services and infrastructure, private in industry and trade, cooperatives in rural finance and farming.
- Opening to the market has brought investment, new businesses, jobs, telecommunications and growth in services.
- Cooperatives and public programmes support the poor, women and small farmers.
- Remittance has reduced poverty and raised living standards.
Negative effects
- Agriculture still employs most people but remains traditional and low in productivity.
- Trade deficit is large, and imports greatly exceed exports.
- Dependence on remittance and foreign aid is high, and industry is weak.
- Unemployment, inequality between regions and urban-rural gaps persist.
- Corruption and slow project implementation reduce benefits.
Way forward
We should commercialise agriculture, develop hydropower and tourism, promote industries and exports, use remittance productively, improve governance and invest in skills.
Thank you.

नेपालको वैदेशिक व्यापार किन घाटामा छ? कुनै दुईवटा कारणहरु उल्लेख गर्नुहोस्।
Answer
Nepal's foreign trade is in deficit because imports are far larger than exports. Two reasons:
- Weak production base: Nepal produces few goods that it can sell abroad, while it must import fuel, machinery, vehicles, medicines and many consumer goods.
- Dependence on imports and limited export items: Exports are mostly a few primary products such as tea, cardamom, carpets and garments, so earnings stay low while the demand for imported goods keeps rising.

नेपाल भारतबीचको सम्बन्ध उतारचढावपूर्ण रहेको इतिहास छ। यस भनाईलाई उदाहरण सहित पुष्टि गर्नुहोस्।
Answer
Nepal and India share an open border, and close historical, cultural, religious and economic ties. Yet their relations have gone through both warm and difficult periods, as these examples show.
Cordial moments
- Treaty of Peace and Friendship, 1950: It created close relations, allowing citizens of both countries to live and work in each other's country and giving Nepal access to trade through India. It also provided for consultation on security.
- Open border and people-to-people ties: Marriage links (roti-beti), pilgrimage to Pashupatinath and Janakpur, and Nepali workers and Gurkha soldiers in India keep the relationship strong.
- Development cooperation: India has helped Nepal build roads, hydropower projects (such as Koshi and Gandak), airports and hospitals, and has supported Nepal in disasters such as the 2015 earthquake.
Difficult moments
- Unequal treaties and the 1950 treaty: Many Nepalis feel the 1950 treaty is unequal, and its revision is still demanded.
- Trade and transit blockade of 1989: When the trade and transit treaties expired, India closed most border points, causing hardship in Nepal.
- Border disputes: The Kalapani, Limpiyadhura and Lipulekh dispute, which flared in 2019-2020 when India published a new map and Nepal responded with its own map, has strained relations. Susta is another disputed area.
- Blockade of 2015: After the promulgation of the new constitution, supplies of fuel and goods through India fell sharply, and Nepal faced a severe shortage.
- Trade imbalance: Nepal depends on India for most of its imports and transit, which leads to a large trade deficit and some resentment.
Therefore the history of Nepal-India relations has been one of cooperation mixed with mistrust, and both countries should settle problems through dialogue based on mutual respect and sovereign equality.

Write a difference between economic development and economic growth.
Answer
Economic growth refers to the increase in a country's output of goods and services (measured by GDP) over a period, while economic development refers to growth plus improvements in the quality of life, such as better education, health, and living standards. In short, growth is quantitative, while development is both quantitative and qualitative.
