Answer

The changing village-city relationship in Nepal affects livelihood in these ways:

  1. Remittance and money flow: Family members in cities and abroad send money to villages, which raises household income.
  2. Market access: Better roads let farmers sell vegetables, milk and other goods in the city market and get better prices.
  3. Non-farm work: Villagers find jobs in construction, trade and services in towns, which reduces dependency on farming.
  4. Labour shortage: Youth migration leaves villages with ageing populations and abandoned farmland, which weakens agricultural production.
  5. Urban pressure: Cities face crowding, informal settlement and unemployment, while villages become dependent on imported goods.

Answer

Women outnumber men in internal migration mainly because of marriage: after marriage, most Nepali women leave their parental home and move to the husband's village or town, while many men migrate abroad for work, leaving the internal migration stream female-dominated.

Answer

Unplanned urbanisation causes problems such as crowding, pollution, slums, traffic jams and pressure on services. Even so, urbanisation is unavoidable, and the following points support this.

  1. Population growth and migration: The rising population and the shift from villages to towns for jobs, education and health make cities grow. Nepal's urban population has risen from about 17 percent (2001) to well over half under the municipality-based definition.
  2. Economic opportunities: Industry, trade, services and banking are concentrated in cities, creating jobs and higher incomes that agriculture cannot provide to everyone.
  3. Better services: Hospitals, colleges, transport, electricity and communication are better in urban areas, drawing people towards them.
  4. Modernisation and change in lifestyle: Cities spread new technology, ideas and mixed culture, and the reclassification of villages into municipalities after federalism has turned many rural areas urban.
  5. Contribution to national development: Cities are engines of GDP and tax revenue, and well-planned smart cities can reduce the negative effects.

So, instead of stopping urbanisation, we should manage it through planning, zoning, waste management and good public transport.

Answer

Even where roads, schools, health posts and electricity have reached the hills and mid-hills, people keep leaving. Five main reasons are reviewed below.

  1. Lack of jobs and income: Hill farming is small-scale, terraced and mostly rain-fed, so it gives little cash income. Industry and services are few, so educated youth find no work that matches their skills.
  2. Quality gap in services: Buildings and facilities exist, but schools often lack enough teachers and laboratories, and health posts lack doctors and equipment. Families move to Kathmandu, Pokhara or Terai towns for better schooling and treatment.
  3. Foreign employment and remittance culture: Youth go abroad to the Gulf, Malaysia, Korea and elsewhere for higher pay. Remittance families then often buy land or build houses in towns, so the migration continues.
  4. Natural hazards and farm problems: Landslides, drying water sources, wild animal and monkey damage to crops, and falling soil fertility make farming risky and push people out.
  5. Attraction of urban life (pull factors): Cities offer markets, colleges, entertainment, business chances and social networks of relatives already settled there. Rising aspiration for a "modern" life draws even those who are comfortable in the village.

Review: Infrastructure alone does not stop migration. Villages also need local employment, agro-based industry, good-quality services and market access to hold people.

Answer

To slow the rapid movement from rural to urban areas, the government should take the following steps.

  1. Create jobs in villages through agro-based industries, cooperatives, tourism and small enterprises, with loans and subsidies.
  2. Modernise and commercialise agriculture with irrigation, improved seeds, fair prices, storage and markets.
  3. Improve quality of schools, health services, electricity, roads and internet in rural areas.
  4. Develop secondary and regional towns as growth centres, to spread population more evenly.
  5. Make land use and urban plans, and enforce them, to prevent unplanned settlement.
  6. Offer incentives and security for returning migrants, and make good use of remittance in local investment.
  7. Strengthen local governments with resources and authority so that development reaches villages.

Answer

Meaning: Safe migration is the movement of people from one place or country to another for work or settlement in a legal, informed and orderly way, in which their rights, safety and dignity are protected at the place of origin, during travel and at the destination.

Role of the state:

  1. Making laws and policies: Enact and enforce laws such as the Foreign Employment Act and sign labour agreements with destination countries.
  2. Information and awareness: Give correct information on legal procedures, fees, risks and rights through orientation and awareness programmes.
  3. Regulating recruitment agencies: License, monitor and punish fraudulent manpower agencies and brokers, and control human trafficking.
  4. Skills training and health checks: Provide pre-departure training, language and skill courses, and approved medical checks.
  5. Protection abroad: Run labour desks and embassies to help workers with complaints, legal aid, insurance, rescue and repatriation.
  6. Welfare and reintegration: Use the Foreign Employment Welfare Fund for support to workers and families, and help returnees to find jobs or start enterprises.
  7. Creating jobs at home: Generate employment inside the country so that migration becomes a choice and not a compulsion.

Answer

A smart city uses technology and good planning to give citizens a safe, clean, efficient and sustainable life. To develop a city on this concept, the following areas need improvement:

  1. Urban planning and land use: Prepare a master plan with zoning for housing, commerce and green space, and follow building codes.
  2. Transport: Improve public transport, traffic signals and parking, build footpaths and cycle lanes, and reduce congestion and pollution.
  3. Information technology: Provide high-speed internet and public Wi-Fi, and offer services such as tax payment, certificates and complaints online (e-governance).
  4. Energy and environment: Use solar and other clean energy, LED street lights, waste segregation and recycling, and plant trees to keep the air clean.
  5. Water, sanitation and drainage: Ensure safe piped drinking water, sewage treatment and proper drainage.
  6. Safety and disaster management: Install CCTV, emergency response systems and early warning for fire, flood and earthquake.
  7. Health, education and social services: Improve hospitals, schools and public spaces so that all people, including women, the elderly and persons with disability, can use them.
  8. Citizen participation and good governance: Involve citizens in planning and make local government transparent and accountable.

Answer

If I were the mayor of a municipality, I would prepare a participatory five-year plan to make my city modern, clean and well-organised. My plan is:

  1. Master plan and land use: Prepare a master plan that divides the city into residential, commercial, industrial, public and green zones, and strictly enforce building codes, including earthquake-resistant construction.
  2. Roads and transport: Build well-planned roads with footpaths, drainage, street lights and signals; start an efficient public bus system; arrange parking; and manage traffic to reduce jams and accidents.
  3. Water, sanitation and waste management: Provide clean piped drinking water, sewerage and drainage, and set up waste collection with segregation of waste at source, composting and recycling. Public toilets and a ban on open dumping would keep the city clean.
  4. Environment and open space: Plant trees, develop parks, playgrounds and riverbank protection, control air and noise pollution, and promote solar energy and clean vehicles.
  5. Technology and e-governance: Give online services for taxes, registration and complaints, install CCTV and free Wi-Fi in public places, and use digital maps for planning.
  6. Health and education: Strengthen health posts and hospitals, provide ambulance services, improve public schools with libraries and computer labs, and run skills training.
  7. Safety and disaster management: Prepare disaster response plans for fire, flood and earthquake, identify open evacuation spaces, train volunteers, and keep rescue equipment ready.
  8. Economy and employment: Support local industry, markets and tourism, give loans and training to youth and women entrepreneurs, and create jobs within the city.
  9. Inclusion and social harmony: Make public places friendly to women, children, the elderly and persons with disabilities; protect local culture and heritage; and ensure that no group is left out.
  10. Participation and transparency: Hold public hearings and social audits, form ward-level committees, publish the budget and progress openly, and take suggestions from citizens.

With the cooperation of citizens, the province and federal government, and the private sector, I believe such a plan can turn my city into a modern, safe and sustainable place to live.

Analyze the environmental challenges caused by migration.

Answer

Environmental Challenges Caused by Migration

Migration — both internal (rural-to-urban) and international — creates serious environmental pressures in both the areas people leave and the areas they move to. The main challenges are analyzed below.

1. Pressure on urban environment (areas of destination)

  • Unplanned urbanization and slums: Large inflows of migrants into cities like Kathmandu, Pokhara and Biratnagar force the growth of squatter settlements on riverbanks and public land, which lack sanitation and safe water.
  • Solid waste and sanitation problems: More people mean more garbage, sewage and effluent. Rivers such as the Bagmati and Bishnumati are heavily polluted because treatment facilities cannot keep pace with population growth.
  • Air and noise pollution: Increased vehicles, brick kilns and fuel burning raise dust, smoke and carbon emissions, worsening urban air quality.
  • Loss of green space and open land: Farmland, ponds and forest patches on the urban fringe are converted into housing and roads, reducing greenery and increasing the heat-island effect.
  • Water scarcity and groundwater depletion: Over-extraction of groundwater to supply growing populations lowers the water table and dries up traditional water sources.

2. Environmental degradation in areas of origin (rural areas)

  • Land abandonment: When young people leave hill villages, terraced farmland is left fallow; abandoned terraces are easily eroded by rain, causing landslides and soil loss.
  • Forest regeneration vs. forest pressure: In some places remittances reduce dependence on fuelwood and forests recover, but in others migrants clear forest for new settlements, roads and construction.
  • Loss of traditional conservation practices: Indigenous knowledge of soil, water and forest management declines when the active workforce departs.

3. Pressure from remittance-driven consumption Remittances often fund concrete houses, brick kilns, vehicles and imported goods. This raises demand for timber, sand, gravel and energy, leading to riverbed mining, quarrying and deforestation, and adds to carbon emissions and waste.

4. Transboundary and global effects International migration increases transport emissions (flights, shipping) and concentrates consumption in destination countries, contributing to global warming. Climate migrants, in turn, are pushed into ecologically fragile areas, creating a vicious cycle of further degradation.

Conclusion Migration is not only a social and economic process; it is also an environmental force. Its challenges — slums, pollution, waste, water scarcity, erosion and deforestation — arise mainly from rapid, unplanned concentration of people and from remittance-driven consumption. Planned urbanization, balanced regional development, afforestation, proper waste and water management, and promotion of green livelihoods are needed so that migration does not outrun the environment's carrying capacity.
