Write any five efforts of development in Nepal.
Answer
Five efforts of development in Nepal
- Periodic plans: Nepal began planned development with the First Five-Year Plan in 2013 BS (1956 AD) and has continued with periodic plans, now guided by the long-term vision of prosperous Nepal and happy Nepali.
- Expansion of education and health: Schools, campuses, hospitals and health posts have been opened in many places, and free basic education and health services are provided to raise human development.
- Infrastructure development: Roads, bridges, hydropower, airports, irrigation and communication networks have been built to connect regions and support the economy.
- Federal restructuring and decentralization: After the Constitution of 2072, the country was divided into federal, provincial and local governments (7 provinces and 753 local levels) so that development work reaches people's doorsteps.
- Poverty reduction and inclusion programmes: Programmes such as social security allowances, employment programmes, reservation and targeted schemes for women, Dalits and marginalised groups, and microfinance help reduce poverty and inequality.

With the provision of federal system in Nepal, local government can develop and implement different types of plans at local level. In this regard, what types of benefits would general people receive from these plans? Clarify.
Answer
With the adoption of the federal system under the Constitution of Nepal (2015), local governments (rural municipalities and municipalities) have been given the constitutional right to make and implement their own plans. Since these plans are made by locally elected representatives who are close to the people, the general people receive the following benefits:
1. Plans based on local needs and priorities Local governments know the real problems of their area—lack of drinking water, rough roads, irrigation, health posts, schools. So plans are made according to local needs rather than the wishes of distant officials in Kathmandu. This makes the plans more useful and practical.
2. Quick and easy service delivery Because the decision-making body is nearby, people do not have to travel far or wait long for approvals. A citizen can meet the ward chairperson or mayor directly, submit an application, and get a decision quickly. This saves time, money and effort.
3. Participation of the people in planning The Local Government Operation Act (2017) requires local bodies to prepare plans through ward-level meetings, tole/community assemblies and the local assembly. People from all groups—women, Dalits, Janajatis, Madhesis, persons with disabilities—can raise their demands and take part in deciding priorities. This gives people a sense of ownership over the plans.
4. Proper use of local resources and budget Local governments can collect local taxes, fees and revenue and use them for local development. They can also mobilise local labour, skills and materials (such as stone, sand, timber) and use conditional grants from the federal and provincial governments. This reduces waste and misuse of money.
5. Balanced and inclusive development Local plans can give priority to backward areas, remote wards and disadvantaged communities. Special programmes for women, Dalits, indigenous groups and marginalized people help reduce inequality within the local unit.
6. Accountability and transparency Since the people who make the plans are elected by the local voters, they remain answerable to the people. Public audits, social audits and public hearings of the budget and plans allow citizens to question the use of funds. This reduces corruption and makes the local government more responsible.
7. Employment and income generation Local plans include small infrastructure works, agriculture and livestock programmes, skill development and small enterprises. These create jobs and raise the income of local people, and also reduce migration to cities and abroad.
8. Ownership and sustainability of development When people themselves help to plan, contribute labour and monitor the work, they feel the project is their own. Such projects are better maintained and last longer than projects imposed from outside.
Conclusion: In short, the federal system has brought the government to the people's doorstep. Local plans give the general people need-based services, quick decisions, participation, accountability, employment and inclusive development. This is why the federal system is considered more democratic and people-friendly than the previous unitary system.
